low of 14° that's triggering this heat warning for Calgary - not today's high of 27°.

You can see on
this map that the trigger temperature for heat warning is higher in the Lethbridge/Medicine Hat area for example, where it's hotter on average. They're not just randomly throwing heat warnings out.
