If they do they’ve stepped up yet again to try and make the team better. If they choose not to I wouldn’t blame them. It’s a business and it’s their money.

Doesn’t make them bad. Doesn’t mean they don’t want the Flames to win.
The thing is ownership has proven they have no problem spending to the cap and have done so for many years now.

However with the current team makeup they're not true contenders and adding mid tier talent to get to the cap won't get them there anyways. It would be much smarter of ownership to recognize this and retain $$ on trades to get better returns which will allow the team to get to a contender stage quicker than to simply spend on player salaries and get the same mediocre results year over year.

Basically still spending the same amount but in a smarter way by retaining money than spending it to max out cap space.
