I assume many teams will be reluctant to trade 2023 picks, and it’s possible those teams may miss out. But I think the market for our top players like Lindholm and Hanifin will be better post-draft, if required.
Everyone pretty much is in a cap crunch, and getting a player in this draft that can possibly play this year or even next year may be too hard to pass up on.
But like with all things, time will tell.

Historically the return is always the best at the draft.
The other thing the Flames need to do is being open to take a contract back.
For example let's say Detroit is really interesting in Hanifin, and would move 9th overall. But need the Flames to take $3M of Olli Matta to do so...then 100% the Flames should do that.
You can help teams alleviate the cap crunch by taking a player for them, and generally you open up the market and get a better return if you're willing to do that.
