Last time I checked, having an agreement is very different from having an actual building. No concert, nor a sports team, can play in a theoretical aggreged upon Event Centre.
I can counter with "Why does the above bolded keep coming up?" First off, it was within the timeframe that both parties had the ability to terminate. If I want to terminate a rental property agreement and have a timeline in order to do that, I can do so anytime prior to that date specified. And secondly, the city should have done their own due diligence and had all "climate and ROW issues" on the table from the beginning. That is either piss poor planning or they were trying to grease it through.
