That shows that decision making isn’t compromised. However look at how much information to internal policy and strategy these individuals will be able to have. Knowing what discussions are happening and where rhetoric ends and action begins is very valuable. Controlling decisions isn’t a spy’s only value.
There’s also a difference between what the initial story was CCP trying to influence outcomes of ridings for conservatives or liberals and planting their own operatives or willing conspirators into non-competitive ridings to get them elected.
