That's they way it will go, because that's how you maximize your profit if you're the NHL.

NHL already does it with Regional and National rights being separate.

Next they will split out the national rights into different blocks. Wednesday night game, Saturday games, Sunday games etc.

NHL already kind of did it with TNT and ESPN in the US.

It's what the NBA/NFL have done for years with their TV rights.

Then to your point people will just be mad that they need multiple services / providers to get all the content. Their might be some NHL Center Ice type of solution still, but the national games being shown on the major provider will probably be blacked out in the future then.
