here was Ruest, one of the head jamokes atop our nation’s sports-funding Plinko board, admitting that all Sport Canada does, in particular, is determine and distribute federal funding to various independently run, non-profit, national sports organizations (NSOs).

And that although Sport Canada does indeed have an array of high-minded, righteous caveats for any NSO to receive such federal funding, Ruest admitted his bureaucracy has no mechanism in place — nothing — to ensure, or ever double-check, that any sport governing body, not just hockey, actually implements them.

t was actually stunning to hear Ruest, under pressured questioning, finally admit there is “no mechanism” in place at Sport Canada to ensure its high-minded edicts — intended to prevent bad or abhorrent behaviour within sports circles in this country — are ever actually carried out.

Whether all NSOs do carry them out, or none do, Sport Canada wants us to know it has no way to know.

Sports Canada is not a regulatory agency,” Minister of Sport Pascale St-Onge reminded us all during her hour of testimony. Rather, she said, it is primarily a funding agency that, until now at least, has not investigated recipient NSOs over supposed funding-dependent policy compliance.
