A literal climax can be anti-climactic by being less exciting or awesome than hoped for. In fact, mostly people would not use the term 'anti-climactic' to describe anything other than the resolution to a situation.
"The start of that movie was so anticlimactic"! "The middle of the book was too anticlimactic for my tastes." When have you ever heard anything like that?
