I think I even saw the Ref shrug his shoulders before awarding it. Like:
"What do you want me to do? He slashed his hands, on a breakaway, twice."
And the thing is...thats a huge risk. This isnt soccer where a penalty is like 90% a goal, in hockey its pretty 50/50. Oettenger makes that save and momentum swings like a huge pendulum.
I will agree that I loved watching the Stars being penned in their own zone. Klingberg was on the ice for four and a half minutes? That kind of icetime wears on you over a series.
The penalty after that was pure game management.

I think it's more like 30-35% goals. And a PP is about 20%.
So it's a little more of a reward than a penalty is, which IMO, makes perfect sense. Tripping or hooking a guy that has a clear breakaway should have more repercussions than a casual trip in the neutral zone, or accidentally shooting the puck over the glass.
Also, they are exciting. And, IIRC, the objective here is entertainment.
