They would get a consistent surface through the use of artificial surfaces (I know you mean consistency between games, ie: having to play on grass then artificial surfaces).
I wonder if some of it has to do with speed of play and injuries.
Sorry one other things when you say it was a the 2015 Woman's World Cup was a disaster because of the artificial turf, what specifically was a disaster.
