Well, not with a no fly zone. But when the US saw Russian ships heading to Cuba, armed with missiles, Kennedy did call Kruschev's bluff. It was a very intense day or two and in the end, the Russian ships turned around and went home.
There is more to it of course, but that is kind of a very short gist of the situation.
