He's not, just like Chia wasn't or Tambelleni. They get left alone half the time, but when an idea comes from up above them, which shouldn't in the first place, they know they have to jump.
It happened when Lowe wanted to express his 1985 line in the sand on the code and rewarded Kassian with an immediate extension, and it happens again when they see a player that can maybe help them in the ice, but is a total liability off it...both for the long shot hope he can drag them in, along with the proof to McDavid that the organization is doing all he can to help.
Lowe has insulated himself as Holland will be the one blamed in the media for these moves.
