Both parties needs this, but with the environment the way it is right now, it's probably a better bet to wait for more ideal conditions. Does suck that this possibly pushes this down even more years now.

Hard to be mad at either party for not wanting to commit to a rising cost project.
I just don't see a black hat in this.
Both sides are completely within their rights to take an off ramp if they don't like the total bill. Even more so with one side now on the hook for 100% of the overruns.
