The reason they prefer resignations is that there is significantly less chance of a wrongful termination law suit coming forth because the guy quit and wasn't fired.

Yeah these are all negotiated exits. Fired, resigned, relieved of duties are semantics. Their contracts gave both Peters and Quenneville some financial leverage in their settlement. They would have relinquished their right to sue as part of the settlement, as well as negotiate the terminology around their exit.
Because Quenneville's exit happened so fast, I'm guessing Florida wasn't trying to save any money here.
