Yes, that is the point. The idea is that it levels the playing field between opponents who hit the ball different lengths.
The net effect for personal usage however, is that you should choose the box that allows you to have an approach that gives you a reasonable chance to have a reasonable score (and play at a reasonable pace). In other words, reflective of your skill level.
