They can keep the 25th amendment in their pocket unless violence breaks out again or Trump does something else stupid like the insurrection act.

The problem with using the 25th is that it likely incites violence and rioting. So if their is strong belief among cabinet and the Senate that they can get to the end peacefully then that’s the route you take.

I do think after this last around of shenanigans that the full force of State and US Justice departments should be brought against him for crimes committed. Before I was concerned it would look politically motivated but now think the symbol that no one is above the law outweighs is more important the the risk of encouraging future presidents from going after enemies
