Yes, They do get enforced .

Those in Washington in 2016 where fined, Colorado in 2016 removed a few.

It's not the Parties that Chooses the Electoral Voters It's the States government themselves.

Bill Clinton was an Electoral voter in 2016 for New York he would of had to cast for Trump if Donald Trump won Ny
