It all depends upon the criteria - if you base it purely on his performance as a player - it is a no brainier, his number should be officially retired.
However, if you add other criteria and it includes things like contribution to the game, the community and the perception of the Flames organisation, I don't see how he could have his jersey retired.
The man has his demons, no doubt about that and that should also be considered, but on balance - I don't see him ever having his jersey retired. It is sad because on the ice, he was probably the most exciting and unpredictable player in our history.
