They didn't replace Roark with a bullpen arm though, technically. The Jays currently have 6 starters and with two off days coming up wouldn't be using a 6 man rotation this time through so they replaced Roark with another starter, which doesn't tax the bullpen.
Of course, this time it didn't work but I still don't think it was a bad move.

It's an aggregate problem. No jays starter has thrown 100 pitches. Nor have any seen the 7th inning (and only 2 have completed 6 innings).
That adds up. And it puts increasing pressure on the bullpen. The effects of that started to show last night, and will surface more and more as the season goes on, if things don't change.
