That shouldn't be allowed. The inconvenience of having to "show up in court" and travel across the country should be part of the pain you experience for being a dumb ass. He's basically saying, I'd like to stay in Florida and enjoy some time off if you are going to suspend me.

It's to his benefit to go in person and waiving that probably doesn't help his cause. Maybe he's just resigned to whatever the league deems as appropriate suspension as we aren't talking about a highly intelligent individual here.
