Rey has always wanted to find out who she was and where she came from. Now that she knows the truth about being a Palpatine, she takes the Skywalker name because it is more in alignment with who she is choosing to be. She is not related to the Skywalkers by blood.
Anyways besides keeping the Palpatine surname would be the Star Wars universe equivalent of keeping your surname Hitler after World War II.
Going around calling herself Rey Palpatine would probably inspire fear and hatred where ever she went.
