There could be a fatal flaw in Treliving's decision making process exposed here. Some of this (very little) should blow back on him for not looking into Peters' background more.

I am sceptical that at the time of the Peters hire Treliving would have managed to get the kind of transparency from players—most of whom he didn't know—that you are imagining. Up until only very recently no one was disclosing this sort of behaviour except for Mike Commodore.
