This. I would add that the reason people are talking about context because Akim's tweet was unclear on that point - he could easily have said "Peters called me the Nword" of that was the case, but he didn't. He said "dropped the N bomb towards me". Which could be the same, but could be different.
Pretty much everyone has said, no matter the context, it's bad. But how bad depends on context. I have said, there's no good answer, just levels of badness.
