This is bang on.
Every contending team had cap issues to some degree, it's the nature of living in a cap world.
Teams are always desperate to shed cap, such that even decent assets (like Brodie/Frolik) are often hard to move without taking back at least some cap space.
Teams that would be generally interested in decent players with one year before UFA are usually teams that have a chance to contend, and they usually don't have the cap space to simply absorb the full amount of the cap space.
