Winnipeg/Arizona has been around since 1979. Got past round one three times (one of those years winning two rounds).
I'm also prepared to say that a team that has only made the POs twice in its history (since 1999) and never got out of the first round (namely Atlanta/Winnipeg) has a worse record.
The Panthers are a funny team - only in the POs 5 times in 24 years, and made it past round one once. But that one time they went to the finals, which was only their third year of existence. With about as nondescript a team as you could imagine (led by Scott Mellanby and Rob Neidermayer?!?)
The Canes are funny too. Made the POs only 5 times, but went deep three times - third round once, lost in the finals once and once winning the Cup (with an asterix - they only had to play the Oilers).
