She wasn't his step-child. She was one of 10 adopted children that Mia Farrow had, that Allen had little or no interaction with.
I also find it very weird. But Farrow was not raising a normal family. The fact that Allen and Soon Yi's relationship has kept on going also makes it seem less weird. It's also a big jump to go from Allen starting a relationship with a woman in her 20s to wanted to molest his own 7 year old daughter.
