A lot of reasons. I mentioned one in geography. Another is politics. The NHL is a pretty small club, and if you piss off the wrong person you can find yourself on the outs pretty quick. Why hasn't Quebec City got a team yet? Canadian city. Brand new building. Possible owner with deep pockets. There's more to getting a team than having a fan base and a building. If that were the case Hamilton would have had a team a couple decades ago.
