well, its directly from the City of Calgary website that he holds the tie breaking vote. people can interpret that how they want too
it makes sense for him to own a tie breaking vote in the event of a tie: he was elected as Mayor.
However, like mentioned earlier, there are 14 Councillors that the Flames have the opportunity to convince.
That's why the focus on Nenshi is a bit of a red herring. If 8 Councillors agreed that X number of dollars should go into the Arena, it doesn't matter what Nenshi says.
Hell, if 8 Councillors voted to proceed with CalgaryNext, I don't think that there's anything the mayor could do.
