It seems like such a no brainer to hand the boundaries tasks a non-partisan group. The way it's set up currently absolutely encourages this kind of idiotic, partisan behaviour. It's because of this kind of stuff that most European's, and other democracies, roll their collective eyes when a US politician, of any stripe, stands up and expounds about America as the finest example of democracy on the planet.
Another egregious recent example, again from good old red state North Carolina, was when the outgoing Republican Governor, and his GOP cronies, essentially stripped the incoming Democrat Governor of much ability to govern and specifically restricted powers related to elections boards. I can't recall a better example where political power has been used in such a cynical way.
