They are executing a plan to institutionalize the system they want, and doing so at state levels. This is why they always fight for State's rights, as they own the legislatures and can kill all of the federal programs at the state level. The feds provide the money, but the states have to accept it and have to use it as desired. The Republicans are just better at schooling the system. Institutions like ALEC have made it possible for big business and think tanks to drive legislation through multiple states at once, making de facto law across the nation, and making drafting new legislation at the federal level difficult and precedent has already been set.
