It's remarkably simple to figure out. Most bands/artists go on about 40 city tours, give or take a few dates. Most bands play 2-4 shows in Canada. Calgary is not in top 40 metro areas in Canada and the US, and not in the top 4 in Canada. It's just math, Calgary and Edmonton are usually fighting for one act that won't go to both.

The city can build its own fieldhouse and never disrupt availability. Seems like a better deal to me. $200 million for a facility with blackout dates is not a great use of public money for a public facility when they can have a blackout free facility.
