Maybe it's semantics, and it varies by organization, but undoubtedly, all teams arrive at their draft board through consensus within their organization...
for some reason, people have it in their minds that 'consensus' or "metalists" are a bad thing or less accurate. I would be very, very surprised if any organzation is drafting off a list generates by one individual.
now ultimately, its the GMs call when they are on the clock and they don't have to go off of any board...

Can't disagree there is a consensus.
But I'd argue they are different in how they are arrived at.
Taking a simple average of 8 different lists gives you an average, not a consensus in my mind. It's just math.
Putting 8 scouts in a room and making them argue their way through a top 100 is forcing a consensus that isn't easily arrived, but at least when they're done it's a list that the team can live with.
No math in it at all. It's scout A versus scout B and someone has to give in, or someone else has to break the tie.
