Just imagine if a right wing leaving mayor such as Rob Ford had tried this approach (hiring sex offenders). And has the city tested the taxi commission the same way?

Unethical in what way? So you have a problem with the city hiring sex offenders but would rather the city just allows Uber to continue hiring sex offenders to drive around strangers?
Himself using a ride share service shows he has no issue with ride share services and is genuinely looking into the best interests of Calgary, he has never been against Uber's business model just wanted them to follow some simple laws and not have criminals driving around strangers.
How is that hypocritical?
