I heard this a good handful of times throughout this past season:
"Panarin's #1 choice was Chicago, and he didn't really seriously consider any other offers from other teams, even though he may have listened to them."
I heard this from Chicago announcers, but also announcers on other teams as well while talking about Panarin. Regardless of how many small players this team had or not, Panarin would have signed in Chicago.
Essentially, they promised him time with either Toews or Kane, and were a championship caliber squad. Wasn't a hard decision for him after that - he gets to play with high-end talent that could help him increase his numbers to get a better contract when he becomes RFA, and he also gets a very legitimate chance to win now. They were saying he was 95% sure he was going to sign with Chicago from the get-go.
