Yes. The Blue Line West is a newer line where the demand hasn't grown yet, and has a lower ceiling in that regard, and the Blue Line Northeast is indeed busy, but the Red Line South has the most ridership by a significant margin, so 4 car trains will be deployed here first. The Blue Line will get some eventually once the new cars come into service.
