There is no way to play any kind of contact sport or even most non contact team game that doesn't involve some concussions, nor riding a bike or skateboarding or driving or rock climbing.
You get concussion in basic training as well, you get them from falling down stairs after you get drunk at your 65 birthday at the legion (my grandad) or breaking a horse in your 70's (my father in law, tough old coot).

Their is no way to prevent concussions, now should we ban some sports intirely as they have an almost certain risk of concussion? I'd say no as I like hockey and football and there is no way to make them safe, no mma or boxing either.
But that is a reasonable argument.

But make no mistake, there is no way to make hockey safe, ultimately this ends with no hockey.
