Blackouts are designed to give exclusive access to a broadcaster at the expense of the customer. I've never been a fan, but I can at least see the logic in it.
Now, Rogers has exclusive rights to both my regional broadcast AND my GameCenter feed. Either way, they make money. The fact that there is a blackout that allows them to dictate just HOW they want to make money (again, at customer expense) is hilarious.
If it was anyone but Rogers, I'd have held optimism that Rogers streaming and broadcasting would have been great for the consumer irritated with blackout restrictions. But here we still are.

These blackout restrictions were in effect before Rogers took over the national rights. It would have been nice to see them lift these blackouts and sell Gamecenter as the complete NHL package. The NHL however would be the ones to veto that. This would be the same issue if Bell had maintained the rights.
