FWIW, I know plenty about roads but not nearly as much about bridges, so I ask my buddies who design bridges for their opinion instead.

The thing is the designers didn't do such a good job on this bridge, so second guessing is fair game. I admit I'm not a bridge designer but I've help build a dozen or so and can speak within my experience.
One possible solution if the problem is caused by updrafts is to replace the deck with grating.
