Because it wouldn't make a difference, a lot of their sympathizers that do recruiting etc are not in that territory, they're in England or Europe or America.
The best way to beat ISIS is to have have superior information and intelligence on them and their activities.
Deal with radicalization issues here, and basically find a way to make their existence miserable.
