I don't believe that's true. He was a 22 year-old signing, so he only needs 2 years of professional experience to be eligible for arbitration and restricted free agency. He will have 2 years experience at the end of this season.
He's not like Gaudreau or Arnold who burned the first year of their contracts without playing enough games to qualify as a year of pro experience, so their ELCs weren't synced with their arbitration and RFA rights. Hayes didn't burn a year of his ELC, so his years line up the way they're supposed to.
