That's a very superficial way of looking at it. Consider this hypothetical sequence... faceoff in the defensive zone, attacking team wins the faceoff, quick shot goes wide, puck battle ensues defending team wins the battle, defender passes to the center who carries it into neutral ice, who passes to the winger to carry in to attack zone, he accelerates and fires off a shot that the goalie gloves causing a faceoff, teams change, faceoff is won, puck goes to the defenseman who passes to the other defenseman who shots the puck, goalie makes the initial save but the rebound goes to a charging winner who tucks it in the net for a goal.

... you're saying that only the two d-men and the winger (who got points on the goal) "decided" anything? Not the center who won the draw? not the guys that moved the puck into the attack zone to get the draw in the attack zone? Not the guy who won the puck battle that started the whole process?
