Just a quick Google search shows that even the mighty NFL only currently has 4 stadiums with retractable roofs and apparently 66% of the games in those stadiums are with the roof closed (because it is to hot but same would go for to cold here)
Economically it doesn't make sense to have a retractable roof and therefore you go back to my original point

Always take no roof. In fact, CFL and any other field sport are not big enough to justify a new indoor facility. Build a cheaper open air facility, renovate McMahon OR.... if you are going to spend 100s of millions on a state of the art football stadium, then a retractable roof is absolutely necessary in this city.
Lots of NFL stadiums are open air, even in December they rock in NY, Chi, Buff and Seattle in rain. I would take Ralph Wilson stadium over closed SkyDome anytime.
