If the Flames are paying quality assets to get Lehner and risk losing Ortio for free that is not the best asset management in my opinion

When you claim a player off waivers, you have to keep him in the NHL or else he must clear waivers before you can send him to the AHL. If you have a player who you claimed off waivers and put him on waivers yourself later in the same season, the team who originally owned his rights can re-claim him and send him to their AHL affiliate without putting him on waivers again.
In order to lose Ortio on waivers, there would have to be a team going into the final days of training camp with only one NHL calibre goalie that they like more than Ortio. That is highly unlikely.
