If a player is drafted out of Europe or the NCAA route they can play wherever the parent club wishes before the age of 20. Max Pacioretty played in the AHL at 19. Nick Bergfors at 18. The Oilers had a couple of players in Pitlick and Khaira leave college to play juniors.
The scenario you plucked out isn't likely to happen though. If a club thinks a player needs additional seasoning its pretty likely that player would remain in juniors for an entire season. If they think the player is close to ready they just start him in the AHL.
Mike Comrie started the season in the WHL and went directly to the NHL halfway through the season. So it has been done at least once, but its not a route that is possible for CHL drafted players.

I'm just wondering if you can point out where a guy who was drafted out of College and went to the CHL could then be recalled and demoted from the NHL willy nilly.
Mike Comrie just flat out left the Kootenay Ice didn't he? Don't think he was "recalled" by the Oilers.
