10 X worse than a goofy Katie Perry chant. Because it is pointing out a visible, quantifiable flaw the guy has.

The issue is not how Corey Perry feels about being called Katy Perry. We aren't concerned with hurting the player's feelings. He gets much worse on the ice every night.
The issue is how the several thousand women in the stands feel when an inherent aspect of who they are is used by a massive group of people to demean someone. Just as it would be for gay members of the crowd if they were chanting "Perry's Queer".
Do you understand what the issue is here?
As for what to DO about the issue, no one is suggesting the league or the team can stop fans from chanting something. All that they can do, and should do, is address it as an issue and take a stance against it. For the same reason, the Flames cannot stop Flames fans on 17th ave from chanting "SHOW US YOUR TITS". But they can take a stance against that behaviour, and they did, and they should be commended for it.
