But they do anyways. There are lots of players kick-passing the puck to teammates around the crease if their sticks are tied up. Also at a goal mouth scrum there are tonnes of players falling or getting knocked to the ice with skate blades flying around.

If that's the case, there should be a penalty if anyone's skates ever leave the ice higher than a few inches. Ask Richard Zednik. Seriously, there have been 2 major skate blade cuts in almost century. The risks are astronomically low.

If kicking was allowed, it's not like all the players would forget they have sticks in their hands. They would only attempt kicking when tied up or the puck was in their skates. Players would still attempt to put it in with their sticks 99.9% of the time.
