Announcing this late in the evening, with hours of buildup, days after announcing you were calling in the National Guard, all of this was going to raise the tension level of the protesters--the authorities have not handled any of this situation well, from the shooting onward.

I don't think this was a brilliant strategy, but the moment the grand jury came to the decision to not indict, this protest was inevitable. It would have happened at nightfall no matter what time the decision was released.
