I would expect that they will attach it to a bill that Obama really wants passed
the Republicans have to spend the next two years being very productive on the concept of alternative government, if they just veto things it gives the Dems under Hilary a lot of ammo in an election.

Obama has entered the lame duck part of his presidency early. I doubt that he gets anything accomplished in the phase of his presidency where he tries to establish his footprint in the sand.
