You can't stop a shooting out of the blue. Just can't be done. So the best case, after Cpl. Cirillo was shot, was that someone shoots the shooter. Which is what ultimately happened. Worst case, I'm sure we all know what a bunch of panicky people shooting wildly can do. Not to mention the associated problems of a massive rise in gun violence day to day.

While true, people also must realize that we are talking about the capital. The amount of 'armed guards' is significantly higher there than it will be in the suburbs. Having properly trained security forces almost right there will have made a huge difference in how quickly this was over.
It would have been a completely different situation if this happened anywhere besides Parliment Hill. We have seen that this year already in Moncton.
