I thought that in this day and age, all password authentication on the web has some sort of a lockout mechanism after X tries that keeps you from logging in for a period of time or after an added layer of authentication... although not sure a "captcha" would be sufficient if this was an automated tool attack.

Just tried with my Apple account, 21 bad passwords and it kept letting me enter them. 22nd try I flubbed my complex password and on the 23rd try it let me in with correct password.
Do not use any dictionary words, even in multiples, as a password for your Apple ID. Do not think that adding some 'random' 2 numbers at the end will do much to protect you either.
